Mr. Kelly Richardson Esq , the writer for “HOA Homefront” is writing how “bad” 4 bills are that will make it really bad for HOAs. Remember, when reading this, it is bad, in her opinion, because he thinks it has a negative impact on the ‘business of HOAs’, meaning he is protecting the HOA industry, (you know, where their money is made), NOT the impact to MEMBERS. He has WIDE distribution for his articles.
Whenever you read HOA, they are always referring to the business industry. The bills he references as “bad for HOA” are: California
Assembly Bill 572: caps dues increases for affordable units to 5% while others can go up to 20%. There are many HOAs who structure HOA dues based on sq ft of the house. The change would help low income folks, so I guess that’s “bad”
Assembly Bill 1033: allows members to use a different HOA type system to sell the allowed ADUs (Accessory Dwelling Unit) to be sold separately.
Assembly Bill 1572: this bill bans ‘potable’ water to be used only by single family units, and not by unfunctional turf. This, says Richardson, will make it hard for large HOAs who ‘need’ the water.
Senate Bill 403: this would make it illegal to discriminate against people in a different “Caste”. Why should anyone discriminate against anyone? The fact we have to have a law to stop discriminating seems par for the course.
Richardson says these are good:
Assembly Bill 1458: reduces quorum to 20% to vote on members. Seems like a great way to keep the same board volunteers in place.
Assembly Bill 648: allows video calls for meetings whenever the board wants, not just in a stated emergency.
Assembly Bill 288: allows a stock owned association to do a transfer on death for stock owned by members.
Civil Code 5551: allows a third inspection as an option to make it less expensive for HOAs. Remember, this is for the business hand of HOAs, not less expensive for members.
